About Maul and this Scene
This is the first time we learn of and see Maul.
Gunray tells Lord Sidious that Queen Amidala escaped the blockade and that it would be impossible to locate her. The Dark Lord replies "...not for a Sith," and a hooded figure enters the hologram and stands next to Sidious' side.
He introduces the mysterious person as "...my apprentice, Darth Maul."
Sidious says that a Sith can find what the Trade Federation could not.
The Neimoidians are concerned they are dealing with the Sith.

The Federation battleship looms over the planet of Naboo.
INT. FEDERATION BATTLESHIP CONFERENCE ROOM
NUTE and RUNE sit around a conference table with a hologram of DARTH SIDIOUS.
DARTH SIDIOUS : And Queen Amidala, has she signed the treaty?
NUTE : She has disappeared, My Lord. One Naboo cruiser got past the blockade.
DARTH SIDIOUS : I want that treaty signed.
NUTE : My Lord, it's impossible to locate the ship. It's out of our range.
DARTH SIDIOUS : ...not for a Sith...
A second SITH LORD appears behind DARTH SIDIOUS.
DARTH SIDIOUS : (Cont'd) ...this is my apprentice, Darth Maul. He will find your lost ship.
The hologram fades off.
NUTE : This is getting out of hand...now there are two of them.
RUNE : We should not have made this bargain. What will happen when the Jedi become aware of these Sith Lords?

Prior to the Disney acquisition, the movies were considered G canon, or top tier. They were the authority, and no other publications could contradict them, which is still true post Disney.

It is canon that Maul was the apprentice of Darth Sidious. In the movie and in the script, there is no adjective to describe apprentice such as the word "partial" or "not full."
